In 2007, ALA conducted its third Competency-Based Education/Needs Analysis to identify the critical tasks performed by principal administrators and the knowledge, skills, and abilities (competencies) needed to perform those tasks. In addition, the survey asked principal administrators about the education sources they most preferred, the factors that contributed to their decision to participate in professional development activities, and their opinions and reactions to the Certified Legal Manager (CLM)SM program.

The study serves as the foundation for all of ALA’s education and professional development programs as well as the CLM certification program. In addition, the results of the study help ALA members and other principal legal administrators, educators and employers develop a better understanding of the depth and breadth of the principal administrator's job.

The first study, done in 1995, was taken by a sample of principal administrators and managing partners in the U.S. The next study was done five years later, and was taken by a sample of principal administrators and managing partners in both the United States and Canada. In the 2007, the survey was sent to principal administrators and managing partners in the United States , Canada, as well other countries outside of the U.S.

Through recurring analytic studies taken directly with legal administrators, ALA continues to meet the professional development needs of its members
